The Prime Minister of the Russian Federation, Mikhail Mishustin, has signed a decree to ease the conditions for receiving compensation for doctors who opt to participate in the “Zemsky Doctor” or “Zemsky Paramedic” program. Health workers with higher and secondary education, who have entered into agreements to receive a one-time compensation payment for relocating to rural areas, now have the privilege of changing their place of employment without forfeiting the subsidy.
However, this can only be done within the same region. In the past, health workers were required to enter into an agreement with a medical institution in order to receive state support, committing to work there for at least five years.
Furthermore, the compensation for doctors, paramedics, midwives, and nurses who choose to reside and serve in rural communities, workers’ settlements, or urban-like settlements in the Far East, the Far North, and the Arctic has been raised to 2 million and 1 million rubles respectively – effectively doubling their previous remuneration.
The government would like to remind everyone that moving from the city to the countryside is not a mandatory condition for receiving the payment. Graduates of medical colleges and universities who have successfully completed their studies and returned to their local communities, where they are registered as residents, can rely on state support.
In 2024, the federal budget is committed to allocating approximately 6 billion rubles to compensate health professionals through the Zemsky Doctor and Zemsky Paramedic programs. Compensations are provided within the framework of the state program “Health Development”.
