New Norms Aimed at Acceleration of Medicines Procurement Procedures Came into Force in Russia

On October 1, a number of amendments to the Federal Law No. 44 “On the contract system” will come into force. The changes concern the acceleration of procurement procedures – including medicines. This was announced by Deputy Chairman of the State Duma Committee on the financial market Anton Getta.

According to the parliamentarian, in the next planning period buyers are no longer required to justify purchases at the planning stage, and the procurement plans themselves will be canceled (there will be only one schedule left). In more detail, the process is regulated by the Ministry of Finance in by-laws.

Getta added that since July 1, a norm of Federal Law No. 44 has been introduced according to which procurement of an indefinite volume can be carried out for all procurement objects. Formally, from October 1, according to this scheme, you can also buy medicines.

Also, in April, within the framework of the State Duma’s working group to analyze and improve the procurement of goods, works, services to meet state and municipal needs, a package of amendments to the procurement legislation was prepared under the chairmanship of the First Deputy Speaker of the lower house of parliament, Alexander Zhukov, aimed at accelerate the procurement procedures and increase their transparency, efficiency and quality.
