The Ministry of Finance may expand the possibilities for offset contracts

Deputy Minister of Finance of Russia, Alexey Lavrov, discussed upcoming changes in the import substitution of medicines and medical products. In particular, according to him, it is planned to expand the opportunities for offset contracts. For the first time, the option for multilateral offsets will be introduced, allowing multiple budgetary institutions to participate in a single offset contract.

“Offset works well with those products that have not previously entered the market. It guarantees purchases in certain volumes, which allows for investment recoupment,” he said, speaking at the XI annual interdepartmental conference “Financing the Healthcare System: Problems and Solutions.”
