Russia has created a center to ensure the availability of innovative technologies in the CIS countries

The Center for Ensuring the Availability of Innovative Technologies, Quality Control and Enhanced Effectiveness of Medical Care Financing in the CIS countries was established in Russia. This was reported in the Federal State Budgetary Institution CEQCMC of the Ministry of Health of Russia.

“The Center for Expertise and Quality Control of Medical Care of the Ministry of Health of the Russian Federation has received the status of the base organization of the member states of the Commonwealth of Independent States (CIS) for health technologies assessment (HTA), quality control and financing of medical care,” the message says.

Vitaly Omelyanovsky, General Director of the Center for Expertise and Quality Control of Medical Care of the Ministry of Health of the Russian Federation, MD, Professor:  “Russia was the first of the Commonwealth countries to introduce health technologies assessment. Since 2014, it has been stipulated at the legislative level in the Russian Federation as a comprehensive assessment for making decisions on the inclusion of medicines in the lists, i.e., in the state financing system. Today, all CIS member states face common challenges in their efforts aimed at improving the availability and quality of medical care. Health technologies assessment contributes to the solution of practical tasks in the development and implementation of standardized documents (clinical guidelines, nomenclature of medical services),  developing approaches to providing and improving the quality of medical care, as well as the establishment of the payment system. It is no coincidence that our center was chosen as the base organization, since we actively interact with key WHO organizations in the field of health financing.”

Resolution of the World Health Assembly WHA67.23, adopted in 2014, defines the importance and necessity of HTA to ensure universal health coverage. Healthcare technologies include: medicines, medical devices,  prevention and rehabilitation procedures and technologies, systems for the protection and maintenance of health,  information projects in healthcare, and organizational technologies.

The basic organization will provide organizational, methodological and information support for CIS member states in their work on the development of methods for evaluating technologies in healthcare, quality control of medical care,  the introduction of innovative technologies,  the development of a nomenclature of medical services, clinical guidelines,  as well as improving methods of payment for medical care and financing of healthcare;  study and sharing of international experience in the field of its competence; developing research and practice cooperation links between ministries of health and authorised bodies and organisations in the CIS Member States; assistance in organizing and conducting joint international research to practice conferences and other events.

An advisory body will be created within the base organization, to act as a public council consisting of representatives of medical organizations (healthcare institutions), medical educational and research organizations recommended by the ministries of health of the CIS member states.
